The owner of any building may permit its use by outsiders.

You must be wondering:

"What do I gain from it?"

When an outsider uses a particular construction, the overall manufacturing time of that construction is reduced. Thus, when the island owner uses the structure again, the production time for any item will be optimized.

Example:

-> Imagine a building that defaults to 1 hour for manufacturing.

In the above example, when the outsider used the Smelter, the refinement time was reduced from 1h to 40min. The reduced time is available only to the owner of the island.
